Channel News Asia recently reported a surge in “shadow fleet” tankers carrying sanctioned cargo navigating through the Singapore Strait, with at least 27 high-risk vessels flagged by Lloyd’s List Intelligence. These vessels often operate with obscured ownership structures, unclear insurance coverage and high operational risk profiles, creating significant legal and regulatory exposure for industry stakeholders.
